North American Union leader says merger just crisis away

Robert Pastor, a leading intellectual force in the move to create an EU-style North American Community, told WND he believes a new 9/11 crisis could be the catalyst to merge the U.S., Mexico and Canada.

Pastor, a professor at American University, says that in such a case the Security and Prosperity Partnership of North America, or SPP – launched in 2005 by the heads of the three countries at a summit in Waco, Texas – could be developed into a continental union, complete with a new currency, the amero, that would replace the U.S. dollar just as the euro has replaced the national currencies of Europe.

In May 2005, Pastor was co-chairman the Council on Foreign Relations task force that produced a report entitled "Toward a North American Community," which he has claimed is the blueprint behind the SSP declared by President Bush, Mexico's then-President Vicente Fox, and Canada's then-Prime Minister Paul Martin.

At American University in Washington, D.C., Pastor directs the Center for North American Studies where he teaches a course entitled "North America: A Union, A Community, or Just Three Nations?" As WND previously has reported, Pastor is on the board of the North American Forum on Integration, the NAFI, a non-profit organization that annually holds a mock trilateral parliament for 100 selected students drawn from 10 universities in the U.S., Canada and Mexico.

Pastor had published an interview in Spanish in the Oct. 24 issue of Poder y Negocios. He told the magazine crises can force decisions that otherwise would not be made.

"The 9/11 crisis made Canada and the United States redefine the protection of their borders," Pastor explained. "The debt crisis in Mexico forced the government to adapt a new economic model. The crises oblige the governments to make difficult decisions."

This was the first time WND had found a major intellectual leader behind the push to integrate North America suggesting that a crisis of 9-11 proportions might be just what was needed to advance the process toward establishing a North American Union and the amero. WND reached Pastor in his office at American University and conducted a telephone interview to make sure the Spanish publication accurately reflected his views.

He affirmed the Spanish interview represents his thinking.

"What I'm saying is that a crisis is an event which can force democratic governments to make difficult decisions like those that will be required to create a North American Community," he said. "It's not that I want another 9/11 crisis, but having a crisis would force decisions that otherwise might not get made."

Pastor noted, for example that "Europeans, facing the crisis of two World Wars, turned to the European Community as a means to prevent war and advance their economic interests."

"The United States turned to the Marshall Plan when faced with the crisis of Western Europe falling into the hands of communism," he said. "So, I'm not advocating, or encouraging, or wanting a crisis, I'm only saying that in order to take important initiatives, sometimes one manner in which this occurs is when there is a crisis to which leaders need to respond."

Pastor told WND he lamented that the leadership of the three North American countries is not positioned to make the type of tough decisions needed to advance a North American Community agenda.

In his interview with Poder y Negocios, he argued, "Canada has a minority government and Mexico will soon have a minority government that will be confronted with what amounts to an uprising that we hope will be peaceful. The United States has a lame duck president whose principle preoccupation is the war in Iraq and instability in the Middle East."

Pastor further told WND Mexico's Fox made a tactical mistake by laying out an overly ambitious agenda to integrate with the United States.

"President Bush then took on the issue of illegal immigration, and it proved to be much more difficult than anticipated," he said. In the absence of strong North American leadership, is a crisis the way greater North American integration can be expected to happen?

"There are alternatives to a crisis for getting a major decision adopted by the president and by the congress," Pastor responded. "But what I am saying is that we lack the kind of North American leadership we need. Our founding fathers created a system of governance that was not designed to be efficient but was designed to protect freedom. Therefore, you created checks and balances that did protect freedom but also made it difficult to move forward on important issues."

Pastor was asked what North American leaders would need to do to move toward integration.

"We need to form a customs union to move North American integration to a new level," Pastor argued. "A customs union would eliminate rules of origin on the border and agree to a common external tariff. This would not be easy but not as difficult as NAFTA was, and it would lead to efficiencies in our economies and in the end contribute to a better standard of living for all parties."

Pastor also called for a North American Investment Fund to invest in Mexico's infrastructure.

"If we had a North American Investment Fund," Pastor explained, "over the long term, you would narrow the income gap between Mexico and the U.S."

WND previously reported Sen. John Cornyn, R-Texas, dropped his support for legislation (S. 3622) he introduced in the 109th Congress to create a North American Investment Fund after WND pointed out the proposed law would advance an important part of Pastor's agenda to create a North American Community.

Pastor was careful to distinguish that his proposals were designed to create a North American Community and that he never has proposed to create a North American Union as an EU-style regional government.

"What I am recommending is a series of functional steps that are more than incremental," Pastor admitted. "Each of the proposals I have laid out represent more than just small steps. But it doesn't represent a leap toward a North American Union, or even to some confederation of any kind. I don't think either is plausible, necessary, or even helpful to contemplate at this stage."

The idea seems to be to put new structures in place that change the look of the landscape. WND pointed out to Pastor that this step-by-step approach is the same approach taken to create the European Union. The memoirs of Jean Monnet, regarded as the architect of European unity, finally disclosed he had used a strategy of deceit, knowing his plan to form a European Union would never succeed if it were openly disclosed.

Pastor was asked if he thought a North American Union was a bad idea.

"No," he replied. "I don't think a political union of North America is an inherently bad idea, nor do I think it is a good idea for North America right now. I teach a course at American University in which I look at the different options for political integration of North America, and I put the options before the students."

Then why is a North American Union a bad idea right now?

"The reason the political integration is not a good idea at this stage now, perhaps never, is because of people like yourself who immediately begin to fear that their sense of America could disappear," Pastor responded. "Somehow, if you're fearful that America's sovereignty will disappear, you won't even take small steps forward. You just get mired in the status quo. The problem is that the world is moving very rapidly, and you can't stay competitive if you don't move."

Pastor did not reject the idea that a North American Union could form, but only after further continental economic integration and the development of a North American Community in which people are able to think as citizens of North America.

Is China the winner in the NAFTA super-corridors being planned for North America?

"If you define trade in zero-sum terms, China may be the winner in the transportation corridors," Pastor conceded. "But even in zero-sum terms, consumers benefit from the increasing imports that give them more choice and give them more quality. In the final analysis, we are all consumers."

Pastor affirmed he favors globalism.

"I believe," he explained to WND, "that globalization is a net plus for the world economy, for the middle class, and for all people."

Republican Senator John McCain has introduced legislation that would fine blogs up to $300,000 for offensive statements, photos and videos posted by visitors on comment boards, effectively nixing the open exchange of ideas on the Internet, providing a lethal injection for unrestrained opinion, and acting as the latest attack tool to chill freedom of speech on the world wide web.

McCain's proposal, called the "Stop the Online Exploitation of Our Children Act," encourages informants to shop website owners to the National Center for Missing and Exploited Children, who then pass the information on to the relevant police authorities.

Comment boards for specific articles are extremely popular and also notoriously hard to moderate. Popular articles often receive comments that run into the thousands over the course of time. In many cases, individuals hostile to the writer's argument deliberately leave obscene comments and images simply to sully the reputation of the website owners. Therefore under the terms of this bill, right-wing extremists from a website like Free Republic could effectively terminate a liberal leaning website like Raw Story by the act of posting a single photograph of a naked child. This precedent could be the kiss of death for blogs as we know them and its reverberations would negatively impact the entire Internet.

Under the banner of saving the children from sexual predators, McCain is obviously on a mission to stamp out the influence of the burgeoning blogosphere and its increasing hostility to the warmongering agenda that he fronts for.

"This constitutionally dubious proposal is being made apparently mostly based on fear or political considerations rather than on the facts," warns Kevin Bankston, an attorney with the Electronic Frontier Foundation in San Francisco.

McCain has publicly expressed his distaste for blogs in the past and this is why any protestation that he is simply aiming to "protect the children" with this legislation falls on deaf ears.

In a May 2006 speech at Jerry Falwell's Liberty University, McCain attacked the blogosphere as a refuge of those only infatuated with self-expression. He was trying to minimize the importance of the last true outpost of freedom of speech, the Internet, and portray it as nothing more than a swap shop for egos and hyperbole.

So if the blogosphere is nothing more than a bulletin board for self-important know it alls, what possible threat could that be to young children? Where is the evidence that kids are being victimized by people who post comments on blogs?

There is no evidence but that doesn't really matter when you consider that a sizable portion of Congress critters who will be voting on this legislation if it comes to pass, don't even know what the Internet itself is (it's not a big truck), never mind how it's used. And then a sizable majority of the remaining House members probably hate the blogosphere as much as McCain, because it has replaced the lapdog mainstream media in acting as the 4th estate in muckraker reporting, anti-war protest, and holding public officials to task.

In reality, sexual predators have always confined their grooming to live chat rooms, or in the case of Republican pervert Mark Foley, instant messaging and PDA's. Pedophiles are never going to leave a record of their sordid advances on message boards because in most cases, their IP address and location can be obtained immediately from the server log. And as reported by C Net, "Studies by the National Center for Missing and Exploited Children show the online sexual solicitation of minors has dropped in the past five years, despite the growth of social-networking services."

McCain's proposed bill is just another step in greasing the skids for Internet 2, a tightly controlled, regulated and privileged world wide web where government approval will be required just to run a blog.

In recent months, a chorus of propaganda intended to demonize the Internet and lead it down this path has spewed forth from numerous establishment organs.

- The White House's own recently de-classified strategy for "winning the war on terror" targets Internet conspiracy theories as a recruiting ground for terrorists and threatens to "diminish" their influence.

- The Pentagon recently announced its effort to infiltrate the Internet and propagandize for the war on terror.

- In a speech last month, Homeland Security director Michael Chertoff identified the web as a "terror training camp," through which "disaffected people living in the United States" are developing "radical ideologies and potentially violent skills." Chertoff pledged to dispatch Homeland Security agents to local police departments in order to aid in the apprehension of domestic terrorists who use the Internet as a political tool.

- In an interview with Fox News last month, Bush senior slammed Internet bloggers for creating an "adversarial and ugly climate."

- A landmark legal case on behalf of the Recording Industry Association of America and other global trade organizations seeks to criminalize all Internet file sharing of any kind as copyright infringement, effectively shutting down the world wide web - and their argument is supported by the U.S. government.

- The European Union, led by former Stalinist and potential future British Prime Minister John Reid, has also vowed to shut down "terrorists" who use the Internet to spread propaganda.

Alex Jones was joined on air this week by investigative reporter Ed Haas to discuss an important story he has broken concerning direct evidence of Israeli prior knowledge of and possible complicity in the 9/11 attacks of 2001.

Haas details in his expose how in October 2000, approximately 11 months prior to September 11, 2001, a former Israeli Defense Force member and veteran of the Yom Kippur War overheard a conversation at the Gomel Chesed Cemetery, located in Newark, NJ., concerning the attacks and spoken in Hebrew between three men.

“The Americans will learn what it is to live with terrorists after the planes hit the twins in September.” Hass's contact said he heard one of the men say. After 11 months of desperately attempting to alert the authorities and being systematically ignored all along the line, the contact watched in horror as the attacks unfolded exactly as he had overheard.

Haas revealed on air that he had been asked by a reader to contact the source, who has asked to remain anonymous for fear of his own safety, as he had in depth information about prior knowledge of the attacks and no one would listen to him.

Haas stated:

"I approached this individual as if his story was BS, you know that's kind of how I had to approach it, is this guy might be a nutcase, let's follow through though and see if his story starts to have merit, and it did. I reached a point where I felt as though this guy has some information based on his documentation and it smells like more cover up to me."

The source also told Haas that one of the men he overheard expressed concerns regarding whether the upcoming presidential election (November 2000) between Bush / Cheney and Gore / Lieberman could impact the plans. Another man, he believed to be the most senior of the three, replied “Don’t worry, we have people in high places and no matter who gets elected, they will take care of everything.”

The source also reported to Haas that he overheard one of the three men say, “The Arabs are so stupid. They don’t even imagine that we are using them.”.

Could this be a reference to the 9/11 hijackers? It certainly fits other evidence that they, or their doubles/namesakes depending on which line you take, were intimately known to US intelligence and were being used as patsies.

Haas has received copies of letters that his contact had received from the FBI after emailing and calling to tell them he had important information to share. A first letter advised the source to contact the Newark FBI division which he did several times with no response. Upon writing to the FBI a second time, a further response informed the source that the FBI would not be able to do anything on his behalf.

On the same day the second letter was received, three months prior to 9/11, two agents from the Newark division visited the source. Without a guarantee of protection he was unwilling to tell them everything he knew. However, he did tell the agents that there would be an attack in New York City and airplanes would be used.

Haas suggests that it is telling that the source was asking for protection, fearing that he had inside information on some form of Israeli intelligence operation, and the FBI was advising him to contact his local cop. The source told Haas the the Newark agents seemed rather annoyed that the higher echelons of the FBI were outright rejecting to receive information and offer protection.

We have previously highlighted how many other divisional branches of the FBI were hindered or prevented from investigating red flags and warnings BEFORE the attacks of 9/11. We have also specifically highlighted the Israeli forewarnings, prior knowledge and possible involvement in 9/11.

We have gone over these issues so many times in the past that we now get accused by newer readers and critics of ignoring them and somehow protecting Israeli intelligence. In truth we were talking about this stuff hours after the attacks took place and for years in the aftermath.

The source's story suggests, as he himself believes, that the real perpetrators of 9/11 may have been a conglomeration of intelligence agencies, involving Mossad. He believes that there may even may a direct conection to the story of the Israeli spy ring and the five Israeli 'tourists' arrested on September 11th 2001 after they were seen in position on nearby rooftops before the planes hit and celebrating thereafter.

Even Senator Graham, on the Intelligence committee after 9/11, has stated that there is evidence that suggests the attacks were funded in part at least by a sovereign government. This information has been classified. We also know that the head of Pakistani intelligence, the ISI, wired $100,000 to the lead hijacker before the event.

Haas went on to comment:

"What made it so fascinating was that I decide OK I'm going to start trying to confirm this guy's story, once I confirmed that the [FBI] agents existed. I mean some of this story, if you think about someone making up a story, identifying FBI agents isn't... you know, it's not like when you go into your local police force website and they'll have pictures of all the police officers, you know identity of agents is something that he would have had to go to great lengths to fabricate."

Last week Haas contacted the FBI north division and was able to confirm the identity of Agent Robin Gritz and Agent Andrew Stengel and that these agents had met with his source on June 26th 2001.

The Legal Unit of the FBI then decided that Haas needed to file a Freedom of Information Act request. At this time Haas learned that his enquiries had been elevated to the FBI national press office, indicating that the bureau was well aware of how important the story is.

Hass then contacted Agent Robin (Gritz) Laird personally. Gritz, who has since been promoted to a supervisor position within a counter terrorism unit at FBI headquarters, was already aware of Haas's inquiries and stated, “I’m not allowed to discuss this with you. I would get in trouble.”

Haas has also received also received copies of contact cards that Agents Gritz and Stengel left with the source on June 26, 2001.

Haas is now working on submitting the FOIA request to further corroborate the story. He is also urging his source to go public with his information.

"What's interesting is that after the event, after 9/11 nobody at the FBI came back to this guy, nobody came back to him to say 'hey maybe we missed something, can you tell us what you knew?' which in his mind confirms that this thing isn't the way the government told us." Haas said.

Student sues over 10-day suspension

Kids across America are warned to stay away from “nose candy” in anti-drug campaigns. But a Kanawha County student is fighting his suspension for pretending to put actual candy up his nose.

According to a lawsuit filed in Kanawha Circuit Court Monday, a student-athlete at Sissonville High School was given Smarties candy as a reward for good academic performance. In front of his teacher and fellow classmates, the student pretended to put one of the small candy discs up his nose. Another student used his cell phone to record video of the incident.

Principal Calvin McKinney, who is named as a defendant along with the Kanawha County school board, allegedly called the plaintiff into his office and confronted him about the incident.

“The plaintiff informed ... McKinney ... that at no time did he possess any drug or did he claim to possess any drug,” according to the suit.

Still, McKinney then threatened to suspend the student — identified in the lawsuit only by his initials — unless he joined McKinney’s “Narc Program” and went undercover to find real drug users at the school, according to the suit.

“The [student] was told that he was to ‘hang around the bathroom’ and the school parking lot,” the suit states.

McKinney’s investigation into the incident confirmed that the student was telling the truth about the Smarties candy, according to the suit.

“The plaintiff was informed that even though it was, in fact, just candy ... McKinney needed another ‘Narc’ for his program and that if the student would not agree to enter said Narc Program that he would be suspended,” the suit reads.

After the student and his parents met with school officials and the student refused to cooperate with McKinney’s proposal, he received a 10-day suspension, according to the suit.

McKinney allegedly told the family that his “Narc Program” had been in effect for several years, and this was an opportunity to get a good student to go undercover.

The suit contends that McKinney usually uses the threat of suspension to force students who may be suffering academically to become a part of the “Narc Program.”

As a result of the suspension, which began Friday, the student missed a meeting with recruiters who had visited the school to discuss a scholarship opportunity, the suit contends.

The suit seeks an injunction against the school board and unspecified monetary damages for emotional distress, loss of enjoyment of life and the loss of a potential scholarship. It contends that requiring the student to seek out potential drug users could put the student in danger.

School board attorney Jim Withrow could not be reached for comment Tuesday.

A semi-annual report filed this week by Homeland Security Inspector General Richard L. Skinner showed a marked increase in arrests of department and other government employees, but contained no recommendations for security improvements, RAW STORY has learned.

Media spokeswoman Tamara Faulkner of the Inspector General's office told RAW STORY that many of the arrests associated with the report, "were due to oversight associated with the inter-departmental oversight involved with the recovery process of Hurricane Katrina."

Indeed, there was fraud discovered in connection with Katrina and the FEMA division of Homeland Security, but more alarming are the many arrests made of employees working for the government. Among the claims:

Department Secretary Michael Chertoff recently indicated that security improvements were being proposed for the department's visa waiver program.

Ms. Faulkner had no comment on the background checks of Homeland Security employees and stated that "no specific comments would be issued on individual cases other than what is contained in the report."

A New Mexico man is drawing the ire of neighbors--and his homeowners association--after putting up a politically-charged, lighted sign on his house to go with his holiday decorations.

Roberto Vasquez of Albuquerque said his sign, showing George Bush's name crossed over by a red bar as though banning it, has caused people to shoot at the projector, try to pull out its bulb, and even threaten to "blow up the house," he tells local TV station KOAT.

Vasquez says he's "proud" of his message and defends the sign as "tasteful." His neighborhood HOA, on the other hand, says it's against the rules and wants it to come down. A KOAT reporter says that it "may take a court of law to decide which way to flip the switch."

Two more major influential Hollywood stars using their fame to attract attention to 9/11 truth proves the dam is breaking and November's election result has failed to stop the momentum of a growing chorus across the political spectrum demanding answers on inexplicable facets of the 9/11 fraud.

Actor James Brolin used a spot on ABC's popular chat show The View to plug a 9/11 website that goes into detail on how the towers and Building 7 were imploded by incendiary devices.

Iconic producer David Lynch appeared on Dutch TV news to react to a clip from the Loose Change documentary and sounded off on several different aspects of how the official story is impossible.

The danger that the Democrats gaining control of the House and Senate would put Hollywood and leftists in general to sleep seems to have diminished in recognizing that the vast majority still understand 9/11 to be a seminal event and not just a symptom of the corrupt Republican Party.

Do Hollywood icons like Brolin and Lynch going public on 9/11 make or break the case? No - we have already presented the evidence and it has been vetted, peer reviewed and collated with the establishment of the 9/11 Truth Scholars. The effect that high profile figures have is to provide a huge magnifying glass that shines on 9/11 truth and generates more interest and reaches sectors of society that would not normally be touched by dry research alone.

We can only hope that Brolin and Lynch's actions will lead more Hollywood stars and others with high profiles from the entertainment world to feel more comfortable in stepping forth into the limelight, echoing the trailblazing example of Charlie Sheen, and using their platform to vocalize 9/11 truth.

We should not forget that Sheen was the first major star to put everything on the line back in March of this year when he risked his career to heighten awareness of the fact that 9/11 is a cover-up, a sentiment now shared by the vast majority of the U.S. population according to the latest scientific poll.

Citizens will face fine rather than sign up to ID card register

Hundreds of thousands of people will refuse to sign up to the UK Government's planned identity register, according to just-published research. Around eight per cent of those surveyed said they would refuse to sign up to the database even if they are fined.

The survey was carried out by polling firm YouGov on behalf of the Daily Telegraph newspaper and in a sample of 1,979 people found that a significant proportion were prepared to defy the government over the database.

Of the 39 per cent of people who opposed the identity register, 21 per cent said they would resist signing up, even if it meant paying a small fine. That figure is eight per cent of the total.

If the figures are extrapolated to the entire UK population of 60 million people they mean that 23.4 million would oppose the database and 4.8 million would be prepared to face a fine for resisting signing up. If just two per cent of the country's over 16s refused to register then the Government would face a one million person revolt, the Telegraph said.

The survey found that 52 per cent of people are unhappy at their details being kept on a database, and that the biggest concern was that people could access the information who were not entitled to see it. Of those 52 per cent of people, 77 per cent said that they believed unauthorised personnel would see the information, while 71 per cent said the system could contain harmful errors about them.

The national identity register will be the main database for the Government's proposed ID cards. The register will contain identifying biometric data.

Though residents will not be required to carry the ID card at all times, OUT-LAW revealed last week that the ID card legislation allows the mobile fingerprint scanners that police are currently testing to access that database. That means that if police are given the go-ahead for mobile fingerprint machines, someone's identity can be checked immediately on the street against the database.

The Telegraph survey showed that there were high levels of approval for many of the kinds of surveillance that are on the increase in the UK. CCTV cameras in high streets were approved of by 85 per cent of people, photographing airline passengers by 72 per cent. Maintaining DNA material on a national database had an approval rating of just 37 per cent.

Information Commissioner Richard Thomas has repeatedly warned that the UK is becoming a surveillance society without any real public debate about the process or its consequences.

"Two years ago I warned that we were in danger of sleepwalking into a surveillance society," Thomas said in November. "Today I fear that we are in fact waking up to a surveillance society that is already all around us."

Despite 79 per cent of people surveyed saying they thought the UK was a surveillance society, 62 per cent said they did not feel they were spied upon.

Legislators may reconsider suspending habeas corpus for detainees

WASHINGTON - President Bush's victory in getting the rules he wanted to try suspected terrorists could be diminished.

The top Republican on the Senate Judiciary Committee signaled this week that he'll join prominent Democrats in seeking to restore legal rights to hundreds of suspected terrorists confined at Guantanamo Bay, Cuba, and elsewhere.

While the measure to restore the right of habeas corpus has almost no chance of passing before Congress adjourns later this week, the message is clear: When Democrats take over in early January, the issue could resurface.

The Military Commissions Act of 2006, which Bush signed into law in October, prevents detainees who aren't U.S. citizens from challenging their detentions in civilian courts. But Senate Judiciary Committee Chairman Arlen Specter, R-Pa., who voted for the legislation despite his opposition to stripping such rights from detainees, on Tuesday reintroduced legislation to restore those rights. A similar measure sponsored by Specter failed by three votes in October.

In a speech on the Senate floor, Specter said he was reintroducing the issue to prevent federal courts from striking down the legislation, which some of the detainees' attorneys have challenged.

But some lawmakers privately speculated that Specter may have decided to reintroduce the legislation after a recent article in the New Yorker magazine suggested that his desire to retain his powerful committee chairmanship led him to go along with the administration's wishes.

Specter on Tuesday repeated his contention that the act violates the Constitution.

"The Constitution of the United States is explicit that habeas corpus may be suspended only in time of rebellion or invasion," Specter said on the floor. "We are suffering neither of those alternatives at the present time. We have not been invaded, and there has not been a rebellion. That much is conceded."

His co-sponsor, Sen. Patrick Leahy, D-Vt., who'll become chairman of the Judiciary Committee when the Democrats take over in January, noted that the effort to secure habeas appeals for all detainees failed by only three votes.

"Since then, the American people have spoken against the administration's stay- the-course approach to national security and against a rubber-stamp Congress that accommodated this administration's efforts to grab more and more power," Leahy said. "Abolishing habeas corpus for anyone who the government thinks might have assisted enemies of the United States is unnecessary and morally wrong. It is a betrayal of the most basic values of freedom for which America stands."

But Sen. Lindsey Graham, R-S.C., who's served as a military lawyer and a judge and who helped craft the detainee legislation, said he'd oppose the move. And he said he doubted that even a Democratic-led Senate would go along with it. During the debate, Republicans had sought to portray Democrats who were opposed to lifting such rights as soft on terrorists.

"I'm curious to see what the five new Democrats would think about giving terrorists the ability to sue our troops in federal court and having federal district court judges make wartime decisions," Graham said Wednesday. "I got a feeling a lot of them would agree with me."

Attorneys for some of those detainees hailed the decision to revisit the issue.

"There's strong support in Congress, and if the issue was significantly understood, there'd be overwhelming support among Americans," said Jonathan Hafetz, who handles detainee cases for the Brennan Center for Justice at New York University School of Law. "The issue is not whether or not America should detain or try suspected terrorists, the issue is whether we're going to have a lawful and fair process."

More than five years after contaminated dust from the World Trade Center seeped into apartments and offices throughout Lower Manhattan, the federal Environmental Protection Agency announced plans yesterday to start a final indoor cleanup program next month, despite widespread criticism that the program is seriously flawed.

Agency officials said residents and owners of commercial buildings below Canal Street would have 60 days to sign up for the voluntary program, which will test for asbestos, lead, vitreous fibers and harmful soot that may have come from the collapse of the trade center.

If any one of the contaminants is found, the space will be professionally cleaned at no cost to the resident or owner.

The new program is almost identical to one that was rejected in November 2005 as inadequate by the agency’s advisory panel of experts as well as by community groups, labor unions and the city’s Congressional delegation. The City Council passed a resolution condemning that program, calling it “technically and scientifically flawed.”

Senator Hillary Rodham Clinton, who in 2004 forced the environmental agency to test indoor spaces for contamination, called the program announced yesterday “totally inadequate.”

In a statement, she said she would use her chairmanship of the Senate Subcommittee on Superfund and Environmental Health in the new Congress to press for a more comprehensive testing and cleaning program.

In early 2005, the agency considered creating a far broader program that would have used statistically based mapping to learn the extent of the contamination, following it outside Manhattan if needed. Under that program, if any dust could be conclusively linked to the trade center collapse, entire buildings, not individual apartments or offices, were to be vacuumed and wiped down to prevent recontamination from spaces that had not been cleaned.

The agency abandoned that program late last year when it could not devise a reliable way to identify trade center dust. It substituted a pared down program that would only test individual apartments in Lower Manhattan and clean only those where contamination was found. However, when community residents objected to the program as insufficient, the agency agreed to continue looking for a method of identifying dust from the twin towers.

Yesterday, Alan J. Steinberg, regional administrator for the agency, said that effort had taken most of the last year but had failed to come up with a viable method.

Last year’s program has been modified to include commercial spaces and to allow previously cleaned apartments to be retested, but it still excludes Brooklyn and is restricted to Lower Manhattan below Canal Street.

Catherine McVay Hughes, a downtown resident who was community liaison on the agency’s advisory panel, said she was disturbed that the agency had not notified residents of this latest version before announcing it. She said it was still so limited that it was unlikely to accomplish Mr. Steinberg’s goal of providing “peace of mind to people who live and work in Lower Manhattan.”

“Because the plan continues to be inadequate, I can’t imagine that there will be much of a response,” she said.

Paul J. Lioy, an environmental scientist at Rutgers who was also a member of the advisory panel, said the program, though flawed, could do some good.

“At least something is finally being done,” he said. “If there is residual dust, we’ll be able to find it.”

It is not clear how many apartments and commercial spaces can be cleaned under the new program. Mr. Steinberg said only $7 million was left from a Federal Emergency Management Agency grant to pay for the new cleanup. A previous effort in 2002 and 2003 that cleaned or tested 4,200 of more than 23,000 apartments in Lower Manhattan cost $30 million.

Mr. Steinberg said testing for the four contaminants would cost about $3 a square foot, or $3,000 for an average apartment, while cleaning that same space will add an additional $1 per square foot.

But officials said they expected the testing to show that most apartments do not need to be cleaned.

“The danger really is low,” said George M. Gray, assistant administrator for the agency’s Office of Research and Development. “The vast majority of occupied residential and commercial spaces have been repeatedly cleaned since 2001.”

Dr. Gray said the normal process of household cleaning — dusting and vacuuming and the like — has probably eliminated most of the dust that infiltrated indoor spaces.

Environmental advocates disagreed. “That’s not an environmental cleanup,” said Suzanne Mattei, director of the Sierra Club’s New York office. “Most experts say that if a carpet really is contaminated with asbestos, you probably need to get it out of the house altogether.”

The 60-day sign-up period for the voluntary cleanup program will begin in January, and testing is expected to start in the spring. More information is available online at epa.gov/wtc/testandclean.

Plane diverted after passengers smell burning matches

NASHVILLE, Tenn. (AP) -- An American Airline flight bound for Dallas-Fort Worth was diverted in Nashville after passengers reported smelling burning matches.

Airport officials had 99 passengers and five crew members disembark the plane after it landed around 6:40 a.m. Monday, Nashville Airport Authority spokeswoman Lynne Lowrance said.

The plane, which was en route from Reagan National Airport in Washington, was searched and luggage was screened.

Matches were found in the seat of one passenger, who was detained and questioned by the FBI. The matches were safety matches allowed in carry-on luggage under Transportation Security Administration rules.

"It turned out she was trying to conceal body odor," Lowrance said.

The woman, who was not identified, was released without being charged, but was not allowed back on an American Airlines flight.

The remaining passengers were screened, and the plane resumed its flight around 10:30 a.m.

I continue to be astonished by the response to my program of Sunday, 11/26/06. For the many hundreds (thousands? I've lost count) of you who have sent me email, please accept my apology for not responding immediately; I simply can't keep up. For the vast majority of you who have been incredibly supportive: Many thanks, from the bottom of my heart. I can't tell you how much I've been moved by what you've said. I'll post some of these as soon as I have a chance.

As for those of you who have been critical: Please make sure that you've fully read the press release sent out Monday by the Council on American Islamic Relations (CAIR). Some of you have missed the point of the program and somehow believe I support discriminatory actions against Muslims. I DO NOT. I've included the text of that press release below. Please read it again. And feel free to listen to the ENTIRE program using the link below.

MAJOR NOTICE: I'm having surgery on Thursday, November 30th, which means I will be out of the office, and not on the air this coming Sunday, 12/3, and maybe longer. This is NOT some nefarious plot. It has been scheduled for at least three weeks. I had back surgery early in August, was out of the office for almost two months, and have had complications that require attention. In his 630 WMAL program on Sunday, November 26, talk show host Jerry Klein seemed to advocate a government program to force all Muslims to wear "identifying markers." He stated: "I'm thinking either it should be an arm band, a crescent moon arm band, or it should be a crescent moon tattoo." (4:00) Klein said: "If it means that we have to round them up and do a tattoo in a place where everybody knows where to find it, then that's what we'll have to do." (11:38)

[The program focused on public reaction to the removal of six Imams, or Islamic religious leaders, from a US Airways flight in Minnesota last week.]

Some callers to the program rejected discriminatory treatment of Muslims, but others supported Klein's statements and even suggested that even more severe measures be taken against American Muslims. "Richard" in Gaithersburg, Md., said: "Not only do you tattoo them in the middle of their foreheads; you round them up and then ship them out of this country, period." (15:58)

"Heath" in Upper Marlboro, Md., said: "I don't think you go far enough. . .you have to set up encampments like they did during World War II like with the Japanese and Germans." (23:50)

Later in the program, Klein revealed that his call for discriminatory actions against Muslims was "baloney." Klein said: "I can't believe any of you, any of you, are sick enough to have agreed for one second with anything that I have said in the last half hour." (25:15)

Radio "Hoax" Leads Callers To Demand Muslims To Be Put In Camps, Have Tatoos

WASHINGTON (Reuters)- When radio host Jerry Klein suggested that all Muslims in the United States should be identified with a crescent-shape tattoo or a distinctive arm band, the phone lines jammed instantly.

The first caller to the station in Washington said that Klein must be "off his rocker." The second congratulated him and added: "Not only do you tattoo them in the middle of their forehead but you ship them out of this country ... they are here to kill us."

Another said that tattoos, armbands and other identifying markers such as crescent marks on driver's licenses, passports and birth certificates did not go far enough. "What good is identifying them?" he asked. "You have to set up encampments like during World War Two with the Japanese and Germans."

At the end of the one-hour show, rich with arguments on why visual identification of "the threat in our midst" would alleviate the public's fears, Klein revealed that he had staged a hoax. It drew out reactions that are not uncommon in post-9/11 America.

"I can't believe any of you are sick enough to have agreed for one second with anything I said," he told his audience on the AM station 630 WMAL (http://www.wmal.com/), which covers Washington, Northern Virginia and Maryland

"For me to suggest to tattoo marks on people's bodies, have them wear armbands, put a crescent moon on their driver's license on their passport or birth certificate is disgusting. It's beyond disgusting.

"Because basically what you just did was show me how the German people allowed what happened to the Jews to happen ... We need to separate them, we need to tattoo their arms, we need to make them wear the yellow Star of David, we need to put them in concentration camps, we basically just need to kill them all because they are dangerous."

The show aired on November 26, the Sunday after the Thanksgiving holiday, and Klein said in an interview afterwards he had been surprised by the response.

"The switchboard went from empty to totally jammed within minutes," said Klein. "There were plenty of callers angry with me, but there were plenty who agreed."

POLLS SHOW WIDESPREAD ANTI-MUSLIM SENTIMENT

Those in agreement are not a fringe minority: A Gallup poll this summer of more than 1,000 Americans showed that 39 percent were in favor of requiring Muslims in the United States, including American citizens, to carry special identification.

Roughly a quarter of those polled said they would not want to live next door to a Muslim and a third thought that Muslims in the United States sympathized with al Qaeda, the extremist group behind the September 11, 2001, attacks on New York and Washington.

A poll carried out by the Council on American-Islamic Relations (CAIR), an advocacy group, found that for one in three Americans, the word Islam triggers negative connotations such as "war," "hatred" and "terrorist." The war in Iraq has contributed to such perceptions.

Klein's show followed a week of heated discussions on talk radio, including his own, and online forums over an incident on November 22 involving six Muslim clerics. They were handcuffed and taken off a US Airways flight after passengers reported "suspicious behavior" that included praying in the departure gate area.

The clerics, on their way to a meeting of the North American Imams Federation, were detained in a holding cell, questioned by police and FBI agents, and released. Muslim community leaders saw the incident as yet more evidence of anti-Muslim prejudice.

IGNORANCE SEEN AS KEY PROBLEM

Several American Muslims interviewed on the subject of prejudice over the past few weeks said ignorance was at the core of the problem.

"The level of knowledge is very, very low," said Mohamed Esa, a U.S. Muslim of Arab descent who teaches a course on Islam at McDaniel College in Maryland. "There are 1.3 billion Muslims in the world and some people think they are all terrorists."

Hossam Ahmed, a retired Air Force Reserve colonel who occasionally leads prayer meetings for the small Muslim congregation at the Pentagon, agreed. "Ignorance is the number one problem. Education is of the essence."

There are no hard figures on how many Muslims have been subject to harassment or prejudice and community leaders say that ugly incidents can prompt spontaneous expressions of support. Such as the e-mail a Minneapolis woman sent to CAIR after the imams were taken off their flight.

"I would like to ... help," the e-mail said. "While I cannot offer plane tickets, I would be happy to drive at least 2 or 3 of them. My car is small, but at least some of our hearts in this land of the free are large."

And optimists saw signs of change in the November 4 election of the first Muslim to the U.S. House of Representatives, which has 435 members.
